 Corrected processing of attachments to catch
 the Homepage VBS attachment.

MTSAgent

 Changed thread processing from a hack to get the
 semaphore count to using a spin-lock. This will
 eliminate a race condition causing
 WaitForSingleObject() to dead-lock the Agent.
